Program Design

Frontier Associates has provided program design services and tools for utilities in a number of states, including Arkansas, California, Colorado, Missouri, Oklahoma, New Mexico, and Texas. Frontier assisted all Texas investor-owned utilities with the design or their energy efficiency programs. Frontier's design activities include standard offer, market transformation, and rebate programs targeting all customer classes.

We have provided testimony on these topics before regulatory authorities, established a demand-side working group committee within the Texas ISO, conducted feasibility studies, assisted utilities in the development of curtailment programs, and completed program evaluations. We have also assisted a number of clients with the design and evaluation of innovative pricing strategies, including real-time pricing programs.

Assessment of the Energy and Water Efficiency Potential for Residential, Commercial, and Industrial Customers

Scope of Assessment: Frontier Associates completed an assessment of the energy and water efficiency potential for the residential, commercial, and industrial customers of City Utilities of Springfield (CU). Industry-standard demand-side management (DSM) evaluation practice was utilized, incorporating a sequential process that included an assessment of the theoretical potential for energy efficiency within CU’s service area, an evaluation of the economics of energy efficiency as a resource option, and an estimation of the market potential for each program that may ultimately be included in the CU portfolio of DSM programs.
